关于团体标准《信息技术 智能媒体编码 第2部分：视频》（修订）（征求意见稿）意见征求的通知    

各会员单位：

标准工作组已完成团体标准“《信息技术 智能媒体编码 第2部分：视频》（修订）”（中文及英文版本）的起草，输出了征求意见稿。标准征求意见稿已经上载到AVS FTP服务器，路径/Public/announcement,文件名称“信息技术 智能媒体编码 第2部分：视频（征求意见稿）”，请自行下载。

从2021年7月28日起，本团体标准草案进入了为期30天的“审阅期”，2021年8月26日结束。

除会员已经根据知识产权政策第十四条的规定承诺了许可义务的必要权利要求外，如果会员在“审阅期”期间或结束前披露一个或多个特定专利，会员可以就上述专利中包含的必要权利要求声明承诺其许可义务为第十二条第2款规定的四个选项之一。如果会员在“审阅期”结束时没有做出声明，则等同于该会员承诺按照其缺省许可义务对上述标准涉及的专利进行许可。

按照标准的相关管理规定，请各会员单位对采纳进本标准的技术提案相关的专利进行披露和许可承诺，表格请见附后“《信息技术 智能媒体编码 第2部分：视频》（修订）专利披露和许可声明表（团体标准）”。并请于2021年8月27日前将签字盖章的2份原件快递至AVS秘书处。地址：北京市海淀区花园路2号牡丹创业楼516室，收件人：崔晓冉，电话：010-82282177。

Notice on the AVS Alliance Industry Standard "Information Technology Intelligent Media Coding Part 2: Video" (Revised)
(Draft for AVS Industry Alliance Standard)

Dear Members,

AVS working group has completed the drafting of the AVS3 standard "Information Technology Intelligent Media Coding Part 2: Video (Revised)" (Chinese and English versions), and output a draft for comments. The standard draft has been uploaded to the FTP server, path /Public/announcement, file name "Information Technology Intelligent Media Coding Part 2: Video"(Revised), please download it yourself.

Starting on July 28, 2021, this standard draft enters a 30-day "review period", which ends on August 26, 2021.

In addition to the essential claims that the member has committed to the licensing obligation in accordance with Article 14 of the Intellectual Property Policy, If a member discloses one or more specific patents during or before the end of the "review period", the member can declare that the essential claims contained in the above-mentioned patents promise that its licensing obligation is one of the four options stipulated in Article 12, paragraph 2. If the member does not make a statement at the end of the "review period", it is equivalent to the member's commitment to license the patents involved in the above standards in accordance with its default licensing obligations.

In accordance with the relevant management regulations of the standard, all members are requested to disclose and license the patents related to the technical proposals adopted into this standard. Please see the attached ""Information Technology Intelligent Media Coding Part 2: Video" (Revised) Patent Disclosure and Licensing Statement (AVS Industry Alliance Standard)".
