2009
December 17-19, 2009
The 31th AVS Meeting was held in Holiday Inn Beijing
Deshengmen, 133 delegates representing 20 AVS
members attended the meeting. The meeting received
20 proposals and produced 21 numbered documents
after three days of meeting.
September 17-19, 2009
The 30th AVS Meeting was held in Wuxi city, and the
Forum of China Perception and the workshop on the
cooperation & development of AVS Industry took place
at the same time. By means of topic speeches,
interactive exchanges, products exhibitions, it is
expected to attract more companies and institutes in
the work of AVS standards producing and industrial
promotion and playing a role in expediting the
steady progress of Chinese A/V industry.
June 18-20, 2009
The 29th AVS Meeting was held in Mianyang, Sichuan
province by Changhong Group. Besides checking the
received proposals, the meeting has discussed the
requirement on High-definition video coding
technology of backward compatibility, 3DTV
application technology and the performance test of
AVS-P2 Video in Mobile application. Since the mobile
(yingdong) profile of AVS-P2 has been able to be
used in Mobile Multimedia, the comprehensive
performance test shall be conducted after this
meeting.
June 2009
Chinese National Development and Reform Committee
issued a circular to list AVS as the specially
supported standard. The circular pointed out that in
DTV Application Specific Integrated Circuit, the
preferential assistance will be given to the
performance-optimized, low-cost and low power
consumption codec chips in Digital terrestrial
television channel, and AVS DTV hi-definition codecs
and Source-channel integration codec chips. And in
the field of testing instruments and other related,
AVS-based products is also listed to be specially
aided.

The Guangzhou R&D center of National Engineering
Laboratory of Digital video coding technology is
cooperatively established by Guangzhou municipal
governmental department and Peking University. It
signifies that the R&D of digital video coding and
decoding technology with the core of AVS has
integrated with the contemporary industrial system,
and accelerated its application steps by making full
use of the market and niche superiority of Guangzhou
and Pearl River Delta.
March 26-28, 2009
The 28th AVS meeting takes place. AVS has been seven
years old. It has completed the draft work of AVS-S
for video surveillance and launched the work for the
second generation of AVS (short as AVS2). AVS has
made a new record in this field and it will still as
it has always done go with internationalization
strategy.

December 11-13, 2008
The 27th AVS Meeting was held in Institute of Computing
Technology, Chinese Academy of Sciences, 173 delegates
representing 65 AVS members attended the meeting. The
meeting received 41 proposal and outputted 41 document after
three days of meeting (4.5 days for video group).
September 25-27, 2008
The 26th AVS Meeting was held in Tianjin University who
warmly hosted 146 representatives from 57 member bodies. The
meeting received a total of 54 proposals (M2427~M2481) and
produced 30 output documents (N1531 ~ N1560). The video
subgroup moved in the phase of FCD for AVS1-P2 Jizhun (JZ)
profile and Jiaqiang (JQ) profile. System subgroup released
a letter to collect AVS-S system proposals. Audio subgroup
revised and promoted AVS1-P3 specification and planned to
work the FCD version of AVS1-P10-Mobile Audio in December
2008. IPR panel meeting completed the AVS IPR Guide, and
expected to complete the bilingual version in Chinese and
English and scheduled to report on AVS plenary session in
December 2008 for approval.
June 19-21, 2008
The 25th AVS Meeting and the 2nd MPEG-CHINA Meeting were
held in Xiamen, Fujian Province. The meeting received a
total of 57 proposals (M2364-M2420) and produced 28 output
documents (N1503-N1530). At this meeting, AVS reported the
current work plan and progress of each part of AVS standards
and the work on Security Monitoring. AVS president, Prof.
GAO Wen presided over the Second MPEG-CHINA meeting.
March 27-29, 2008
The 24th AVS Meeting was held in Lijiang, Yunnan Province of
China. At this Conference, the annual AVS awards were
announced to be presented to the experts who had made great
contributions to AVS in the last Year 2007. The meeting
adjusted and re-appointed several chairs or co-chairs. AVS
president encouraged AVS members more actively to
participate in AVS standard formulation and promotion. This
conference received 82 proposals (M2273-M2354) and outputted
80 documents.

December 26, 2007
AVS video coding technologies won the Major Technological
Invention Award 2007 set by Ministry of Information
Industry, which was designed to encourage technological
innovation, strengthen intellectual property protection,
improve competitiveness, and therefore sustain healthy
development of China’s information industry.

AVS was awarded the first prize of “2007 Contribution Award
on China Standard Innovation” cooperatively set up by the
State Administration of Quality Supervision, Inspection and
Quarantine and the National Standardization Management
Committee, which is aimed to fully inspiring enthusiasm and
creativity in the field of standardization.
December 4-8, 2007
The 23rd AVS Meeting was held in Shanghai. At this
conference, a total of 92 proposals were received and
resulted 24 output documents.
December 2, 2007
AVS standard research and development was awarded the
“Chinese Information Technology Projects Achievement Award”
supposed to be set by the media group, the COMPUTER WORLD.
The award was established to recognize the information
projects that greatly benefited the state and the society as
whole in 2007.
October 9, 2007
China Netcom conducted in Dalian AVS-IPTV commercial spot
test results show and operational demonstration. The test
showed that AVS is on the same level with international
advanced technology, and qualified to be commercially used
on large scale.
September 12, 2007
Terrestrial television broadcasting system in Hangzhou
officially went into operation. It is the first ground
network in China based on two GBs, namely, DMB-TH and AVS,
and can support the automotive, portable, set-top boxes and
other types of ends including mobile terminals and fixed
receivers. It is another major industrial breakthrough of
AVS after its application in IPTV.
June 2007 12-16
The 21st AVS Meeting was held in Harbin. The conference
collected a total of 64 proposals and accepted 22 of them.
The plenary session decided to spare no efforts to take part
in MPEG ad hoc workgroup and speed up the norm-setting work
on AVS-S.
May 7-11, 2007
The International Telecommunication Union (ITU-T) IPTV FG
Fourth Meeting was held in Slovenia. This meeting clearly
announced to select AVS video coding standard, MPEG-2, H.264
and VC-1 as the international standards optional to IPTV
with no priorities.

The first circular, The AVS Fifth Anniversary,
Industrialization Fruit Show and Investment Summit will be
held at Fragrant Hill Hotel, Beijing, China.

AVS WORLD 2007-the Fifth AVS Anniversary, Industrialization
Fruit Show and Investment Summit grandly took place at
Fragrant Hill Hotel in Beijing. We reviewed AVS development
in the past five years, summarized the experience in keeping
coordinated development between AVS technology, patent,
standard, product, and application, showed industrialization
and application fruits, and mapped a blueprint for AVS
industrialization in the future.

The 20th AVS Meeting was held in Fragrant Hill Hotel,
Beijing. The meeting received 18 of the collected 51
proposals. Along with this conference, the annual award
ceremony, AVS AWARD 2006 took place.

At the National Science and Technology Awards Ceremony
initiated by The CPC Central Committee of State Council, the
project “高效数字视频编解码技术及其在国际标准与国家标准中的应用” (high-performance
digital video codec technology and its application in
national and international standards) led by the President
of AVS Workgroup, Professor GAO Wen, won the Second Prize of
National Technological Innovation.

The 19st AVS Meeting was held in Zhuhai, Guangdong province.
At this meeting, AVS P1-System and P6-DRM completed final
commission draft (FCD). IPR subgroup analyzed all of the
related patent report.

AVS set-top boxes entered homes in Dalian.

China Netcom announced in a high-profile to make it one of
their work priorities in technological innovation to push
forward AVS standard.

AVS standard for the first time worked successfully in
commercial end-to-end IPTV system, which strengthened the
determination of enterprises from in and out China to
actively participate in the development of AVS-based
products.

At AVS 18th Workgroup Meeting held in Beijing, 52 proposals
were collected, and 22 documents were outputted. The
Advisory Guidelines for Patent Pool License of AVS Standards
and the Advisory Guidelines for the Management of AVS Patent
Pool were agreed and officially released at the plenary
meeting.
September, 2006
The President of AVS workgroup, Professor GAO Wen received
the notification from ITU (ITU) Standardization Bureau that
AVS was officially becomes ITU’S Liaison Organization. The
fact that AVS was officially selected by ITU-T opened the
window of AVS internationalization.

China Netcom officially announced to start AVS-IPTV
commercial pilot.
June 7-9, 2006
The 17st AVS Meeting was held in Huangshan, Anhui Province.
At this meeting, 44 proposals were received and outputted 18
documents. Two of the meeting resolutions were resulted, one
is to establish FG-IPTV with the tasks to participate in the
work of ITU-T IPTV and get AVS selected by IUT-T IPTV, the
other is to set up MPEG-C contribute workgroup with the
mission to organize AVS members to make proposals to PMEG-C
and get AVS received by MPEG-C.

AVS Standard P2-Video officially came into effect. As audio
and video source coding standard, AVS characteristics of
basis independence made it a remarkable milestone in pushing
Chinese AV industry from great to strong. AVS with the other
two international optional audio and video coding standards
form the top three AVS coding standards. Leaders of the
state and several ministries sent to AVS congratulatory
letters and inscription to express their praise and
encourage AVS Workgroup to make continuing efforts to
achieve more successes.

AE 100S AVS encoder was officially released by United Source
Coding Center (Beijing) Co., Ltd. It is the first encoding
product based on AVS. Since then, the users could enjoy more
consumer-friendly AVS products and services.
February, 2006
The National Standardization Management Committee officially
promulgated the "Information Technology Advanced Audio and
Video Coding Part 2: Video" (National Standard No. GB / T
20090.2-2006, referred to as AVS standard).
January 6, 2006
The Ministry of Information Industry, People’s Republic of
China approved the AVS P2 Video also called Information
Technology Advanced Audio and Video Coding Part 2: Video.

Chinese R&D units started to track and participate in the
establishment of JVT standard. ICT of CAS, Tsinghua
University and Microsoft Research Asia etc. were invited.

The 53rd MPEG meeting was held successfully in Beijing.

With the imbursement of 863-306, a delegation of 7 members
was sent to the 48th MPEG meeting. We submitted 4 proposals
before the meeting and 2 proposals were preached. It was our
first time to propose to MPEG.

MPEG-China was set up. Forum was held every two months, on
which each unit introduces his work and discuss new
proposals.
1996
With the imbursement of Multi-media Branch of National
Committee for Information Technology Standardization and 863
Program Intelligent Computing System, Chinese researchers
start to track the international standard and technology.
Prof. Gao Wen was assigned as the HoD.
